It is possible. I doubt he was working for the capitol in the first book, but it is possible in the second. It could explain why President Snow was in District 12 at the time when he visited Katniss. Maybe he was there trying to convince Peeta to work for the Capitol originally, and he decided to pay Katniss a visit as well. I, however, doubt that Collins would ever have Peeta work for the Capitol. Gale, on the other hand, seemed a bit shady in the second book. Especially with how President Snow knew about their kiss and how he was able to get out of District 12 before it blew up. The Capitol could possibly have him as a spy and no one knows about it.
